What do you think should be done by UEFA to stop the hooligans?

This summer I have been watching football on the TV, I also watched the news and the news said there are hooligans throwing beer bottles in stadiums and in the bars. The police are trying to stop this behaviour by attacking them with tear gas.

I heard that UEFA is threatening to throw the England and the Russian football team out of the tournament. I think UEFA should tell the hooligans to tidy up their mess or they will call the police and security guards to arrest them and take them to prison.
