Stealing and black-mailing started to happen in Not Enough. Citizens(Group A) who don't know that seeds will be the perfect thing told other citizens(Group B) who know they will be in great use. Then, the group A's traded with the group B's, thinking they're in luck. However, They're not.

Then, some stealing began to happen. The captain was in vain. How was he going to stop the bad things from happening? And that was the part we read and discussed about.
