I think the story line is very romantic. The Highway Man and Bess were both in love, but sadly died. As love was in the air, they still kept their relationship as spirits.

If I could change the end, I would change the part where Bess killed herself, because she could have killed King George's soldiers instead. Then they could have lived happily together.
