Scarcity is when you don't have enough of what you need. It could also mean that you don't have enough. In Africa, there could be a scarcity of pencils, pens, paper, food or even glues.
Scarcity also could be less animals and less water in deserts and less shelters in islands. Because of this, people could start to steal.
The diference between the 1st world and the 3rd world is because on the 1 st world, it has all they need. They have supermarkets, houses, playgrouds, shops, cornershops, petrol stations and car repare shops. They have every thing they need. It is like heavon. But then, on the 3 rd world, they have nothing. They might have a house but they don"t have a lot. For example, emagine that the 1 st world is England and then the 3 rd world is either Gambia, Africa or some where that is a poor country.
The captain should cut open the packet and thet share it out to the people who need the thing . He could of given the packet to someone today and someone tommorrow.
